It's modest if you cover all the curves of your body. The clothes shouldn't be tight, it should be loose so that everything is covered (arms, legs etc) . An Abaya is the best. And a Hijab, eventhough Hijab is actually the whole package. It must cover the neck, ears, hair, etc. I don't see niqab as an obligation, but some do and it's also better for covering. Also modesty isnt only you clothes. Its all how you act also. Its very important to not only look modest, but being modest by their actions. That's all what I have to say to being modest... don't mind my bad English.

The outfit you're wearing... If in EXACT that appearances you can stand in front of ALLAH SUBHANAHU WA TA'ALA and offer your SALAH , than thats the modest look of yours ! as simple as that .
Before going out, just have a look on what you wearing ,if you can pray in that look without setting your hijab or your cloth than sister you got the right look . That's the way I think .
Modesty should not be according to people or their generation but instead it should be according to ALLAH SUBHANAHU WA TA'ALA and QUR'AN.
Also... besides our modest APPEARANCE its our HAYA which plays a major role in our MODESTY .
